We refer to Annual Delegate Conference or ADC, which is the annual policy making conference for the Public Commercial Services (PCS) Union. Delegates to ADC vote on motions, which if carried, will become PCS policy. ADC25 is the Annual Delegate Conference which took place in the year 2025.
Motions marked as “A” are debated by delegates to conference, while motions marked “B” are not debated as the National Standing Orders Committee (NSOC), which is responsible for which motions are debated, have determined that the “B” motions confirm existing policy. If a motion is “X” marked, it has broken a rule and cannot be debated. The NSOC can use rule SR 6.22(g) in order to not print an emergency motion if it is believed it could place the union in legal jeopardy.
The National Executive Committee (NEC) is elected by members to carry out PCS policy as agreed at ADC, and along with the union’s General Secretary (GS), is the union’s elected leadership at a national level. The union is also staffed by full-time officers (FTOs) who are employed by the union and are appointed, not democratically elected.
