Proud Update: Cabinet Office Trans+ Policy

As reported in August, Civil Service departments are currently in consultation with PCS, staff networks and other unions on changes to Trans+ policy. PCS have emphasised that this consultation has come far too late, and is insufficient due to the seriousness of the proposed changes. We have been clear that we oppose changes to Trans+ inclusive policy, and will campaign to change the law.

Members of the Proud National Committee are directly engaged in consultations with HMRC, MoJ, DfE and DfT. As part of these consultations, the departments have shared the proposed changes to policy, internal guidance and equality impact assessments. In addition to this, Proud's National Liaison Officer Fiona Brittle has been allocated as lead lay negotiator for PCS in bargaining with the Cabinet Office. As a result of this, bargaining demands were developed in conjunction with the PCS Proud National Committee before negotiations.

In a meeting of the National Disputes Committee (NDC) last week, it was agreed that a briefing will be issued to all branches, and that this briefing must be consulted on with Proud. The briefing is due to be issued soon and includes context and advice for reps engaged in negotiations with their departments. We encourage all reps and members to read this briefing.
